Recommendation

1) The Public Works Committee makes the following statement to the full City Commission:  The Public Works Committee believes the intent of the TCEA was to encourage infill development, shorter trips, uses being within walking distance, etc., without creating undue impact; and that use of an existing drive-through with minimal trip generation, even if it has been in disuse, is not necessarily incompatible with that intent; and 2) the Public Works Committee requests from City staff some direction on how to clarify that in the Comprehensive Plan and go forward with fulfilling this request.
