Explanation
GNVCares is an effort to reprogram existing resources as well as allocate federal and state dollars that the City of Gainesville will receive under the CARES Act. Under GNVCares we will provide direct assistance (grants) to our neighbors and businesses.
GNVCares is designed to assist households (neighbors) who are in the extremely-low, very-low, low, and moderate income categories that were financially impacted during the COVID-19 pandemic with temporary rent/mortgage and utility payments for up to 6 months, not to exceed $2,500. The program would be funded with $696,000 from SHIP and CDBG* sources.
GNVCares is designed to assist City of Gainesville small businesses that saw their operations curtailed as a result of the COVID-19 pandemic with a $5,000 grant to offset costs such as rent and utilities. The program would be funded with $2,490,000 from General Fund, CDBG* and GCRA sources.
This is the first phase of a program which will be expanded upon the availability of additional resources. It is intended to be a starting point, not an end.
Fiscal Note
Funding for GNVCares will be derived through existing City resources along with federal and state dollars. The estimated cost for the plan is $3,186,000 (General Fund -$830,000, CDBG - $970,000*, GCRA - $830,000, SHIP - $556,000).
*CDBG Funds will be considered at a Special Meeting of the City Commission on April 27, 2020 at 3:00 pm.
Recommendation
The City Commission consider the proposed plan and provide approval for the non-CDBG allocation of resources to the GNVCares program.
