Purchase of Three Aerial Units (B)
Explanation
The Electric Transmission and Distribution Department utilizes aerial units for trouble work and maintenance of the electric transmission and distribution system. The three aerial units being recommended for purchase replace other units that have reached the end of the unit's useful life.
Invitations to bid for the three aerial units were sent by Utilities Purchasing to four prospective bidders. Three bidders responded, one with a no-bid. One bid was deemed non-responsive because the unit bid did not meet the material requirements of the specifications. Fleet Management recommends awarding the bid to Altec Industries, Inc. based on Altec Industries' bid meeting all material requirements of the specifications and the competitive price of the bid. A bid tabulation is attached for your reference.
The Invitation to bid requested trade-in prices for three existing aerial units. However, the recommended not to exceed amount does not reflect the $47,017.18 credit for the trade-in units. Staff is working with Fleet Management to determine the best method of sale for the existing units. If staff determines it is in the City's best interest to accept Altec's bid for the trade-in units, the purchase order amount will be reduced accordingly
Recommendations
The City Commission approve the issuance of purchase orders to Altec Industries, Inc. for two 50' aerial units and one 45' aerial unit in amounts not exceeding $289,764.09.

Funds for this purchase have been included in the FY2004 Electric Transmission and Distribution Budget.
