Replacement of Wastewater Force Main on SW 34th Street from
SW 2nd Avenue to Hull Road (NB)
Explanation
On September 22, 2003, the Assistant General Manager for Water and Wastewater Systems made a presentation to the City Commission providing an overview of GRU's wastewater spill prevention and response program. During this presentation, circumstances of the SW 34th Street force main break were discussed as well as efforts to rehabilitate this force main system, including proposed routing on University of Florida (UF) lands owned by the State of Florida. On December 8, 2003 the City Commission authorized the General Manager or his designee to execute a Consent Order with the Florida Department of Environmental Protection which included provisions for replacing the wastewater force main associated with a break occurring on or about July 30, 2003. Subsequently, staff successfully negotiated with UF to install the new force main on its property as proposed in the presentation.
Project expenditures necessary to accomplish the replacement of this force main include material costs, land rights acquisition costs, and construction costs. High density polyethylene pipe has been selected as the replacement material due to superior corrosion resistance and $500,000 of this material will be obtained according to standard materials purchasing policies. UF has agreed to recommend to the State of Florida the granting of the easement needed for the project in exchange for a commitment of in-kind services from the GRU wastewater system. Examples of options for in-kind services include biosolids treatment services, wastewater extension fees, and fencing installation along the project route. Subject to approval of this project by this Commission, it has been agreed between staff and UF that the value of these services will not exceed $171,000.
