Annexation Transition Policies (B)
This item sets forth policies to address transition of services in an area to be annexed into the City.
Explanation
The City recognizes that major annexations may have extra jurisdictional impacts and there is a benefit to facilitate proper transition of services and capital projects from the County to the City upon annexation of an area into the corporate limits of Gainesville.
City and County staff have been working on an Interlocal Agreement to provide for transition of services when a major annexation occurs. Staff will continue these negotiations. These negotiations have also resulted in discussions regarding the Designated Assistance Agreement (DAA) and the need to review that agreement and negotiate amendments to certain sections. The policies outline the City's intent with respect to transition of services and capital facilities in the event of a major annexation.

Recommendation
The City Commission: 1) adopt the annexation transition policies; 2) authorize staff to initiate negotiations with the County to amend the Designated Assistance Agreement; these negotiations will begin no later than June 1, 2006 with a completion date of December 31, 2006, and 3) authorize staff to continue negotiating a transition of services agreement with Alachua County.
Alternative Recommendation A:
The City Commission adopt the annexation transition policies.
Alternative Recommendation B:
The City Commission 1) authorize staff to initiate negotiations with the County to amend the Designated Assistance Agreement ; these negotiations will begin no later than June 1, 2006 with a completion date of December 31, 2006; and 2) authorize staff to continue negotiating a transition of services agreement with Alachua County.
