This item involves a status report on services offered to residents of Tent City who were requested to move from private property and review the report on whether an emergency still exists in order to increase the shelter capacity from 35 to 60 beds for St Francis House for another 14 days.
Explanation
On June 18, 2009, the City Commission authorized the City Manager to find that an emergency exists and increase the shelter capacity at St Francis House from 35 beds to 60 beds for a period of 14 days if needed to assist the Alachua County Poverty Reduction Program and the Gainesville/Alachua County Office on Homelessness in providing assistance to families who are being dislocated from Tent City.
Staff and the Gainesville/Alachua County Office on Homelessness will make a presentation on the need to continue or discontinue the emergency finding to increase shelter capacity at St Francis House.

There is no fiscal impact at this time.
Recommendation
The City Commission 1) authorize the City Manager or his designee to continue the finding that an emergency exists in order to increase the shelter capacity from 35 beds to 60 beds for an additional 14 days; and 2) grant the City Manager the authorization to continue the finding until such conditions have been resolved, or meet the code time limitations.
Alternative Recommendation: The City Commission authorize the City Manager or his designee to discontinue the finding that an emergency exists and request St Francis House to resume normal shelter capacity.
