This item involves a request for the selection of a design/build team for the design and construction of a new office building at the Public Works Center. The building is intended to house the Traffic Management System and personnel; General Services Administration personnel, as well as other Public Works related personnel as space is available.

Explanation
On March 6, 2008 the City's Purchasing Division invited firms to qualify for the design/build of the Traffic Management and General Service's office building to be located to the east of the current Public Works Administration building at 405 NW 39th Avenue. The "hardened and LEED certified" building will house computer hardware and software required to manage the new Traffic Management System, and office space for Traffic Operations and General Services personnel. Staff would like to have the flexibility to add more space to the initial design to house other office needs of the Public Works Department such as Solid Waste, Engineering and Administrative personnel if the additional cost can be provided using Enterprise Funds currently allocated to rental payments. After reviewing the responses from (11) firms, the Evaluation Team invited (7) firms to make presentations; with (5) accepting, (4) were local companies. The firms were ranked in the following order:

1) BBI Construction Management
2) Scherer Construction & Engineering Company
3) Clancy & Theys Construction Company

Fiscal Note
There is $2.2 million dollars available in the General Services and Traffic Management Operating Budgets for FY 07-08 and $54,000/year to pay debt service in the Solid Waste operating budget.
