Environmental Consulting Services Agreement (NB)
Staff recommends amending a contract for additional consulting services for the Poole Roofing/CSXT Manufactured Gas Plant (MGP) Remediation project.
Explanation
Over the last two years, Focus Environmental, Inc. has performed extensive work to establish operational criteria for the proposed thermal treatment unit (TTU), the ambient air monitoring levels and soil clean-up target levels (SCTL’s) to be used in the remediation work. GRU, with the assistance of Focus Environmental, Inc. has been working closely with the State (FDEP) and County (ACEPD) regulatory agencies on these issues, and earlier this year submitted an Updated Remedial Action Plan (URAP) prepared to a large extent by Focus Environmental, Inc. Because of this experience, Focus Environmental is uniquely qualified to provide remedial design assistance including responding to regulatory agency comments on the URAP. They will assist with regulatory negotiations on specifics of remediation, and issuing addenda to URAP. The anticipated scope of work includes the revision of existing technical specifications to incorporate changes in scope and details of the remediation project based on regulatory agency review of the Updated Remedial Action Plan, the revision of the FDEP/GRU Funding Allocation Agreement and the constructability review of existing specifications. Focus Environment, Inc. is also uniquely qualified to assist GRU staff with contractor procurement support including development of Request for Proposal documents, participation in bid solicitation (pre-bid meeting, communications with bidders), evaluation of responses to RFP and assistance with contract negotiations.
