Explanation
Various GRU employees are provided uniforms in accordance with union contracts and safety requirements. Prior contracts were structured as straight-purchases and the administrative effort required by staff was significant due to coordination of measuring, ordering, etc.
In an effort to reduce the administrative costs associated with the uniform contract, a Request for Proposal was developed that transferred much of the administration of the contract to the supplier. The supplier will be required to manage the measuring/ordering process, control the computerized tracking of purchase activity and streamline the billing system by consolidating the various department accounts.
Purchasing issued the Request for Proposal to fifteen prospective bidders with six responding, two with no bids. The proposals were evaluated based on the following criteria: services provided by the supplier, supplier qualifications, references and MBE (including participation). A summary of the evaluation is attached for your reference.
Recommendations
The City Commission authorize the General Manager, or his designee, to execute a contract with Tyndale Company, Inc. for uniforms for designated Gainesville Regional Utilities employees for FY 99 in amounts not exceeding the budgeted funds.
Fiscal Note
Funds for these purchases have been included in the FY 99 Utilities budgets.
