Explanation
Purchasing solicited statements of qualifications from 57 firms to provide professional environmental engineering services for miscellaneous projects within the City. Nine firms submitted responses. Staff reviewed, rated and then invited the three highest ranked firms to present their qualifications. After evaluation of the presentations, Water & Air Research, Inc. and Environmental Consulting & Technology, Inc. were tied. In accordance with Purchasing Procedure 41-530, the tie-breaker was determined by a coin toss. The final ranking of the three firms is:
1st - Water & Air Research, Inc.
2nd - Environmental Consulting & Technology, Inc.
3rd - Jones, Edmunds & Associates
Fiscal Note
Funding sources will be identified as needed through the operating budgets of individual departments or City capital projects.
Recommendation
The City Commission: 1) accept the selection of the three most qualified engineering firms in the order of ranking; 2) authorize the City Manager, or his designee, to initiate contract negotiations for professional environmental engineering in accordance with the Consultants' Competitive Negotiations Act (CCNA); and 3) authorize the City Manager, or his designee, upon successful contract negotiations, to execute the contract, subject to approval by the City Attorney as to form and legality.
