Explanation
Under 49 CFR, Part 26, Subpart E, all United States Department of Transportation (USDOT) recipients are required to participate in a statewide Unified Certification Program (UCP).  The FDOT, in conjunction with Federal Aviation Administration (FAA) and Federal Transportation Administration (FTA) recipients, has completed the Joint Partnership Agreement establishing the UCP.  The purpose of the UCP is to provide a statewide database of Disadvantage Business Enterprise (DBE) applicants for use by all UCP members in Florida.  A Resolution adopting the UCP is required from all USDOT recipient governing boards.

Recommendation
The City Commission approve the Resolution authorizing execution of a Joint Partnership Agreement with the United States Department of Transportation.
