Comprehensive User Fee Study (B)
Explanation
At the January 28, 2000 City Commission retreat, the Commission authorized the City Manager to solicit proposals for a comprehensive user fee study. The purpose of the study would be to review the City's existing fee structure with the intent of identifying potential new fees for services provided as well as enhancing existing fee schedules where appropriate.
On February 18, 2000 Requests for Proposal (RFP)were distributed to twelve firms identified by the City's financial advisor as having a proven record in performing such fee studies. DMG Maximus of Tallahassee was the only firm to respond to the RFP.
Fiscal Note
Funding of $50,000 for the user fee study was reserved by action of the City Commission on January 28, 2000 from undesignated General Fund fund balance.
Recommendation
The City Commission appropriate the $50,000 and authorize the City Manager to negotiate and execute a contract with DMG Maximus to perform a comprehensive user fee study, subject to approval of the City Attorney as to form and legality.
