Murphree Plant North Wellfield Expansion (B)
Explanation
The City Commission approved the purchase of the Wellfield Conservation Easement on October 25, 1999 to provide locations for the siting of additional production wells to meet increasing water demands. Continuing with the next phase of the project, construction of two (2) additional 5 mgd production wells and raw water transmission pipeline are required to reliably supply additional water to meet the needs of GRU's growing water system customer base.
The severe drought experienced during the summer of 2000 accelerated the need for GRU to budget capital funds for construction of the new wells. The St. Johns River Management District (SJWRD) is currently promulgating that drought conditions will persist into 2001. Therefore, construction of the two production wells is critical to ensure that GRU's water system customers continue to have an adequate and reliable potable water supply.
Invitations to bid for the North Wellfield Expansion project were sent by Utilities Purchasing to three prospective vendors, with all responding, one with a no bid. A tabulation of the bids received is attached for your information. The recommendation includes authorization for staff to procure other materials, equipment and services as required to complete the Wellfield Expansion project. Any additional purchases will be made in accordance with the Purchasing policies.
Recommendations
The City Commission 1) authorize the General Manager, or his designee, to execute a contract with Diversified Drilling Corporation to construct two production wells in conjunction with the Murphree Plant North Wellfield Expansion, 2) approve the issuance of a purchase order to Diversified Drilling Corporation in an amount not to exceed $479,155, and 3) authorize staff to procure services, equipment and materials, as required, to complete the Wellfield Expansion project as budgeted.
