Lake Forest Creek Professional Services Agreement (B)
This item is a request for the City Commission to approve an agreement and any related documents for Amec Foster Wheeler for Professional Services for the Lake Forest Creek Watershed Management Plan.
Explanation
Lake Forest Creek is located in NE Gainesville and is a tributary to Newnans Lake. The scope of the Lake Forest Creek Watershed Management Plan includes development of hydrologic and hydraulic models of the creek system using Gainesville’s 2017 LiDAR and hydraulicly enhanced digital elevation model. The results of the study will be used to update the FEMA Flood Insurance Rate Maps for this area.
The Florida Department of Environmental Protection (FDEP) has announced that the City of Gainesville will receive load allocations for the Newnans Lake Total Maximum Daily Load (TMDL) with a mandatory implementation schedule. Five new water quality improvement projects will be identified in this study. The projects will be ranked and prioritized for implementation. The nutrient load reductions achieved by the projects will be applied toward the regulatory mandate.
One or more of the water quality projects identified will also include a flood mitigation element. The flood mitigation project(s) will be added to the Alachua County Local Mitigation Strategy (LMS). Projects included in the LMS are eligible for FEMA funding in the event a Federal disaster is declared in Alachua County.
Amec Foster Wheeler is under a continuing contract with the City of Gainesville for professional services for engineering established in accordance with the Consultants Competitive Negotiation Act. A task assignment will be drafted upon City Commission approval of this expenditure.
Fiscal Note
Funding in the amount of $290,920 will be identified in the Stormwater Management Utility and the FDOT NPDES cost share fund.
