explanation

This ordinance adopts a special area plan for the University Heights area.  At first reading of this ordinance on September 11, 2000, the City Commission requested staff to consider citizen comments on this ordinance for second reading.  On October 9, staff presented optional changes to the City Commission.  The attached special area plan contains the text agreed to by the City Commission; changes are shown in gray.
