Explanation
Street sweepers are essential machines used by the Public Works Department to remove debris from public streets; thus keeping the streets clean while protecting the City's storm water management systems. Both the Operations Division Manager and the Fleet Management Director agree that replacement of Vehicle G1642, a 3-wheel street sweeper, with a new 4-wheel mechanical sweeper will increase the street sweepers availability and lower the operating costs.
On March 2, 1998, the Purchasing Division solicited bids from ten (10) vendors. Of the four (4) who responded, Florida Municipal Equipment was the lowest qualified bidder. The City purchased one (1) sweeper under this bid which the City Commission approved on May 26, 1998. The bid allowed for the acquisition of a second machine in FY98-99. Since the Fleet Management Department and the Operations Division's experience to date with the new machine has been very good, they wish to proceed with the purchase of the second machine.
Fiscal Note
Funds are available in the Fleet Replacement Fund for FY 98-99.
Recommendation
The City Commission: 1) authorize the award of the Total Cost Proposal for a second four-wheel mechanical street sweeper to Florida Municipal Equipment, Inc., of Eaton Park, Florida; 2) approve the issuance of a purchase order to Florida Municipal Equipment, Inc., in an amount not to exceed $136,330; and 3) authorize the City Manager or designee to execute the associated total cost agreement, subject to approval of the City Attorney as to form and legality.
