Explanation

The City Commission referred the broad issue of noise ordinance compliance and enforcement to the Public Safety Committee at its June 23, 2008 meeting.  

The Public Safety Committee discussed this referral at its August 25 meeting.  Several members of the Stephen Foster Neighborhood Association were present at that meeting and expressed their concerns with noise from the Koppers site. The Association presented the Committee with a petition from 57 of its members regarding the adverse impact from noise at Koppers and requested the City hire a professional company to do a compliance study.

The Committee suggested negotiating with Koppers, as part of the mediation, to fund the requested noise study.

Recommendation

The City Commission direct staff to negotiate with Koppers to pay for a noise study as part of their mediation and to share the results with the Public Safety Committee.
