This item is a request for the City Commission to authorize the design/build proposal award to American Lighting and Signalization, Inc., for the Northwest 23rd Avenue at Northwest 16th Terrace intersection traffic signal design and reconstruction in the amount of $338,898.

Explanation
On May 6, 2008, the City's Purchasing Division solicited design/build proposals for the Northwest 23rd Avenue at Northwest 16th Terrace intersection traffic signal design and reconstruction. The proposal process was implemented in compliance with and as required by Florida Statutes, the Consultant Competitive Negotiations Act and the Florida Department of Transportation (FDOT) Design-Build Guidelines.

Two proposals were submitted on June 5, 2008. The submissions contained the technical proposal and the sealed price proposal. The technical proposals were evaluated by City staff, including oral presentations and interviews. The sealed price proposals were not opened by Purchasing until after the technical review scores were provided to Purchasing. The formula used for the proposal rankings called for the proposed project length in days to be multiplied by the time factor of $1,500 per day. That amount was added to the price proposal which was then divided by the technical review scores. The proposer with the lowest quotient is ranked the highest. In this matter the highest ranking proposal was provided by American Lighting and Signalization, Inc. at a cost of $338,898.

Fiscal Note
Funding in the amount of $250,000 is available from the General Capital Projects fund. The Transportation Concurrency Exception Area (TCEA) has collected $10,396 to be used for improvements at this intersection.
