This item is a request for the City Commission to authorize the Request for Proposal award to Ashbritt, Inc. as Primary Contractor and Bamaco, Inc. as Secondary Contractor for the removal, reduction and disposal of all eligible storm debris on City rights-of-way and public properties in accordance with FEMA regulations.

Explanation
On June 12, 2008, the City's Purchasing Division solicited Request for Proposals for the removal, reduction and disposal of eligible storm debris from City rights-of-way and public properties to be performed in accordance with FEMA regulations in the event of a declared disaster. The Request for Proposal process was implemented in compliance with and as required by the Florida Statutes and City of Gainesville policies.

Eleven (11) proposals were submitted within the deadline. The submissions contained the technical proposal and the price proposal. The technical proposals and price proposals were evaluated by City and County staff who scored Ashbritt, Inc. as their Primary Contractor and Bamaco, Inc. as their Secondary Contractor.

Fiscal Note
Presumably in the event of a declared disaster that overwhelms the city's capacity to perform recovery operations, upon activation of the contract and issuance of a Notice to Proceed, the operating costs associated with activation of the contract would initially be charged to the city's emergency Fund 125. All debris management costs associated with a declared event are eligible for reimbursement from FEMA. The City Public Works Department will be responsible for tracking expenses associated with this contract and applying for FEMA reimbursement.
