Staff recommends awarding a contract to Garney Companies, Inc. for construction services for installation of a 36-inch water main extension along N.W. 53rd Avenue and N.W. 43rd Street.
Explanation
GRU Water/Wastewater Systems budgeted funds for a multi-year phased capital improvements program to construct a 36-inch water transmission main to extend from the Murphree Water Treatment Plant to the existing northwest repump station. Continuing significant potable water customer demands in GRU's service area require improvements to the existing water transmission infrastructure for continued reliable service. This project improves pressures throughout the GRU service area. Phases I, II, and III and Phase IV-A have been completed. Phase IV-B of the 36-inch water main extension will install 3,800 linear feet of 36-inch cement lined ductile iron water main along N.W. 53rd Avenue and N.W. 43rd Street.
Invitations to Bid were sent by Utilities Purchasing to six companies that perform this type of work. A mandatory pre-bid meeting was held with four companies attending. Four bids were received; however, three bids were deemed non-responsive because the companies did not meet the minimum qualification of possessing experience with installing 36-inch water distribution pipe. Garney Companies, Inc. was the only responsive bidder and provided pricing in line with the estimated cost of the project. A bid tabulation is attached for your information.
Recommendations
The City Commission: 1) authorize the General Manager, or his designee, to execute a contract with Garney Companies, Inc. for construction services for the installation of 36 inch water main along N.W. 53rd Avenue and N.W. 43rd Street; and 2) approve the issuance of a purchase order to Garney Companies, Inc. in an amount not to exceed $813,114.
