Explanation

This item has been discussed in the RUC as well as in front of the full Commission several times since 2009.  It was heard in RUC on May 20, 2014 and the committee voted to send it back to the full Commission during GRU's budget hearings. On July 23, 2014, the full commission voted to institute a one year moratorium on collecting the connection surcharge that funds the program and to send the item to this committee for discussion of the future of the program.

Recommendation:

The committee and staff discuss the future of the ConnectFree program and the collection of the connection surcharge.
