Amend the Housing Element for the updated Comprehensive Plan (B)

Petition PB-12-98 CPA. Update the City of Gainesville Comprehensive Plan Housing Element.

Explanation
This petition is part of the overall process of amending the City of Gainesville Comprehensive Plan. Through the policies and regulations proposed in the Housing Element, the City is endeavoring to provide safe, decent, affordable housing in an efficient manner to serve the residents.

The proposed, revised Housing Element includes goals, objectives and policies that are the result of the old Evaluation and Appraisal Report (EAR) process. In the intervening period since the finding of sufficiency for the City’s EAR (December 27, 2010), the legislature passed House Bill 7207 (now Chapter Law 2011-139), a new state growth management law effective June 2, 2011. The old EAR report process has been eliminated and a new evaluation requirement has replaced it.

Amendments to the goals, objectives and policies include adding language consistent with Chapter Law 2011-139. Some of the changes involve adding language indicating that the City will continue to comply with the provisions of the individual policy. City department names are updated as well as dates to reflect the upcoming planning period. Some policies are amended to delete references to programs and regulations that no longer exist or are likely to be eliminated in the near future. Several objectives and policies are amended to delete a specific number of residential units or households to be served in a given period. Other policies amend the income ranges served by the current programs administered by the city.

Updated data tables and maps were done for the Housing Element Data and Analysis Report. The updated maps reflect current city limits and updated and/or additional information. The updated data tables reflect the current requirements of Chapter Law 2011-139.
