This item is a request for the City Commission to authorize the bid award to American Lighting and Signalization, Inc., for the Main Street Streetscape Phase 1 Project for the installation of pedestrian and roadway LED lighting on Main Street between Depot Avenue and N 8th Avenue per the project plans, in the amount of $981,600.
Explanation
On October 17, 2012, the City's Purchasing Division solicited bids for the Main Street Streetscape Phase 1 project for the installation of pedestrian and roadway LED lighting on Main Street between Depot Avenue and N 8th Avenue. Only one firm attended the mandatory pre-bid meeting. The bid solicitation was canceled out of the best interest of the City. On November 26, 2012, the project was rereleased for bid solicitation. One (1) firm responded with a bid. American Lighting and Signalization, Inc., has been deemed to be a responsible and responsive bidder in the amount of $853,571.84. It is in the best interest of the City to award to the sole bidder because its bid was less than the Engineer's Estimate and there is an impending period of performance deadline to utilize grant funding that could be missed if bids were to be solicited again.
Fiscal Note
Funding in the amount of $853,571.84 plus a 15% contingency amount for a total of $981,600 is available for construction of Phase 1 of this project, with remaining funding after construction to be allocated to Phase 2.
Recommendation
The City Commission: 1) award the bid to American Lighting and Signalization, Inc., for the Main Street Streetscape Phase 1 construction; and 2) authorize the City Manager to execute the contract and any necessary documents, subject to approval by the City Attorney as to form and legality; and 3) issue a purchase order in an amount not to exceed $981,600.
