Change Orders to the Construction Contract for the NW 22nd Street Milling and Resurfacing Project (B)

This is a request to approve future Change Orders for the construction contract, NW 22nd Street Milling and Resurfacing Project, in order to provide a better final product and compensate for unknown site conditions.

Explanation
On November 15, 2012, the City Commission approved staff's recommendation to award a bid to R.E. Arnold Construction, Inc., for the NW 22nd Street Milling and Resurfacing project in accordance with approved plans and specifications. The bid price approved for this project was significantly below the available funding for the project.

In an effort to maximize the quality of the finished project, Change Order #1 was created in order to include removing and reconstructing the curb and gutter between the proposed resurfaced roadway and reconstructed sidewalk on the east side of NW 22nd Street and the north side of NW 5th Avenue. The total cost of Change Order #1 was within threshold and has been approved by the City Manager.

There was more asphalt above the gutter on NW 22nd Street and NW 5th Avenue than originally expected. This caused the original planned depth of milling to be insufficient to reach a depth below the lip of the gutter to provide area for the new asphalt to meet the lip of gutter. Change Order #2 includes the work to mill the additional depth required in order for the new asphalt to meet the lip of gutter. Also included in this change order is the cost to remove five trees that were not scheduled for removal in the plans but need to be removed in order to construct the proposed sidewalk.

Fiscal Note
The original awarded amount for this project was $674,674.30. Change Order #1 approved total was $132,362.75. Change Order #2 is for a total of $57,281.37. The total project amount including these two change orders is $864,318.42. The construction budget for this project is $924,562.56.
