Charter Review Item Regarding Local Government Structures (B)

Explanation
On July 29, 2013 the City Commission held a special meeting to review and discuss the City’s Charter and evaluate possible changes. The City Commission requested the City Auditor to schedule presentations on forms of local government from representatives of the University of Florida, Santa Fe College or professional organizations, as practicable.

We have arranged for Dr. Michael Scicchitano from the University of Florida to present an overview on local government structures. Dr. Scicchitano is an associate professor of political science and the director of the Masters Program in Public Affairs at UF, where he has taught courses on public budgeting, computer applications, program evaluation and public policy and administration to graduate and undergraduate students. He is also Director of the Florida Survey Research Center at UF and has implemented hundreds of survey research and program evaluation projects. He is also editor of State and Local Government Review, which is the official journal for American Society for Public Administration’s section on intergovernmental management. His research on issues related to public policy and public affairs have been widely published.

The City Manager has also arranged for Kurt Bressner, a Range Rider for ICMA, to present information on the Council/Manager form of government following Dr. Scicchitano’s presentation. Mr. Bressner is a retired City Manager who most recently served as the Boynton Beach City Manager. In his role as a Range Rider for ICMA, Mr. Bressner provides information to communities discussing the Council/Manager form of government and serves as a recruiter for small cities and counties seeking to fill manager positions.
