Professional Surveying and Mapping Services (B)
Explanation
Professional surveying and mapping services are required by various utility departments in connection with budgeted projects throughout the year or when required for emergency utility work. A budgeted project may include boundary or topographic surveys or utility location services for a capital project at a GRU utility plant. In emergency situations, the firm may be required to respond to a service request the same day to aid staff in expediting repairs on a major utility. A recent example includes the work performed during the 2013 force main break on SW 34th Street when the surveying firm was required to promptly locate and obtain elevations of exposed pipe at a utility line to help facilitate repairs.
Annual expenditures for planned work are approximately $75,000. Work is assigned to one of the contracted firms based on the company's professional qualifications, past experience, capability to perform the required work and ability to meet the project's deadline. The utility is requesting approval to contract with four firms to help meet specific project requirements.
Utilities Purchasing issued a Request for Statement of Qualifications (RFSQ) for Professional Surveying and Mapping Services for an initial contract period of three years. Seven firms submitted Statements of Qualifications (SOQ), which were evaluated and ranked in accordance with specific selection criteria as outlined in the RFSQ and Consultants' Competitive Negotiations Act (CCNA.) A tabulation of the ranking is attached for your reference. Staff wishes to initiate negotiations with the four top-ranked firms. If unable to negotiate acceptable contracts with the top four ranked firms, staff may initiate negotiations with the other firms in order of ranking.
