On February 20, 2014, the City was served with a Summons and Amended Complaint filed by Janice Debose-Wyrick as Personal Representative of the Estate of Artrell Debose. Ms. Debose-Wyrick alleges that on October 23, 2011, her son was shot and killed by an assailant while in the City's parking garage.
