This item is a request for the City Commission to consider acceptance of funding for the construction of a bicycle facility along NW 19th Lane between NW 13th Street and NW 16th Terrace.

Explanation
The NW 19th Lane project proposes to expand the city’s multimodal network by adding a new off-road facility between NW 13th Street and NW 16th Terrace, tying to the bike boulevard and multimodal trail system to the east. The project is consistent with the Alachua County Bicycle Master Plan Glen Springs Braid that envisions future east-west connectivity between residential, recreational, and employment areas. The braid is a long term project that will be implemented incrementally over time as funding becomes available, similar to other large trail projects in the region.

The concept for NW 19th Lane includes the construction of a path along the north side of the road within existing right-of-way, maintaining the current parking and travel lane configuration. Design options considered include an asphalt trail along the north side of the road, added parking, enhancements to crosswalks and ADA facilities, and lighting enhancements.

This project was referred to the Public Safety Committee by the City Commission on April 13, 2015. On March 3, 2015, the Florida Department of Transportation (FDOT) informed the City that the project had been selected as a candidate project for funding in the department’s tentative work program in FY19 and FY21. If the City Commission chooses to support the project it should be maintained on the Metropolitan Transportation Planning Organization (MTPO) List of Priority Projects in order to remain eligible for funding consideration. In order for the project to receive funding by FDOT, it will have to be ranked as the number 1 priority project in the MTPO List of Priority Projects for transportation alternatives. The next MTPO meeting is scheduled for August 3, 2015.
