This item is a request for the City Commission to approve the purchase of real property from Martine D. Lowe, as successor trustee of the Revocable Trust of Frank H. Cope, to be added to the Clarence R. Kelly Community Center.

 

Explanation

The Parks, Recreation and Cultural Affairs Department (PRCA) owns and operates the Clarence R. Kelly Community Center located at 1700 NE 8th Avenue.  This is one of the PRCA’s several recreational centers that are used by the public and neighborhoods for afterschool programming, summer camps, meetings, rentals and active recreation. The site includes the recreational center, small playground equipment, basketball court and limited parking.  As part of the approved PRCA Master Plan, a high priority was given to improve and expand this center and park space for increased recreational use. In discussions with the property owners, the land adjacent to the Clarence R. Kelly Community Center is available for sale. Staff is requesting the City Commission approve the acquisition of parcels 10971-005-000 and 10971-013-00, which are located adjacent to the City-owned Kelly Center.

 

Fiscal Note

Funds are available in the Greenspace and Community Improvement Fund; the cost for the two parcels is $65,000, plus closing costs.

 

Recommendation

The City Commission:  1) approve additing parcels 10971-005-000 and 10971-013-000 to the approved list of lands for the Parks, Recreation and Cultural Affairs Department to purchase; 2) approve the purchase of these parcels from Martine D. Lowe, trustee, for the negotiated value of $65,000 and the associated closing costs; and 3) authorize the City Manager to execute a Purchase Agreement with Martine D. Lowe as successor Trustee under the Trust Agreement dated March 22, 1990 and known as the Revocable Trust of Frank H. Cope, subject to review and approval by the City Attorney as to form and legality.
