Explanation

Employee safety is a primary concern of GRU’s executive management team. Through various forms of communication and training, employees are being encouraged to focus on safety to reduce the number of injuries and accidents. With many accidents being preventable, GRU is focused on the culture of safety and reducing the number of incidents. The purpose of this effort is to benefit employees personally, improve operations, and reduce the financial impact of lost time, property damage and other adverse effects of accidents. So far in FY2016, 21 accidents have occurred, many of which may have been prevented.

 

Electrolab Limited offers SafeStart, an online behavior-based safety program that has reduced injuries by focusing on the root cause of many human errors, including rushing, frustration, fatigue and complacency. The program is designed to raise awareness and help employees become personally accountable for their own safety. The program has been used in a variety of industries to improve safety, typically resulting in a reduction of injuries in as much as 30-70% in six to eighteen months. The cost of the program is $123,000 for all GRU employees, which includes license fees, training materials and a one week “train the trainer” session. The not to exceed amount is to cover travel costs related to training.

 

Fiscal Note

The program will be paid for from existing FY16 funds and will be requested in subsequent year budgets.

 

Recommendation:

The City Commission: 1) authorize the General Manager, or his designee, to negotiate a contract with Electrolab Limited, a specified source, for a safety program for GRU, subject to approval of the City Attorney as to form and legality; and 2) issue a purchase order to Electrolab Limited in an amount not to exceed $123,000 for the licenses, training and travel expenses.
