On September 23, 2016, Officer Hatcher received a Civil Rights Complaint filed by Otis Anderson.  Mr. Anderson was arrested in 2015 for sale or possession with intent to sell a controlled substance and for resisting arrest without violence.  Mr. Anderson claims to have sustained injuries during the course of the arrest.  Mr. Anderson is seeking compensatory damages.
