This item is a request for the City Commission to authorize the bid award to Landshore Enterprises LLC dba Erosion Restoration LLC for the construction of the Suburban Heights: Beville Creek Restoration Project.

Explanation
As part of the Capital Improvement Plan, FY2011-2015, SMU funding was allocated for a 1000’ long creek restoration project in the Suburban Heights Neighborhood. The project will utilize Regenerative Stormwater Conveyances principals in conjunction with Biosorption Activated Media to reduce erosive conditions, improve water quality, promote groundwater recharge, and enhance the ecological and biodiversity within Beville Creek. The design of this project has been a collaborative effort involving Public Works, Parks Recreation and Cultural Affairs, Alachua County’s Environmental Protection Department, St. Johns River Water Management District, the City’s Environmentalist and Arborist; as well as, citizens in the Suburban Heights Community and the Agricultural and Biological Engineering Department at the University of Florida.

On December 21, 2016 the Purchasing Division solicited bids for the Suburban Heights: Beville Creek Restoration Project. A mandatory pre-bid conference was held on January 5, 2017 at 2:00 PM at the project site. A total of six (6) vendors attended the conference. All bids were due at 3:00 PM on January 18, 2017. A total of three (3) bids were received.

The Public Works Department recommends awarding this contract to Landshore Enterprises LLC dba Erosion Restoration LLC in the amount of $739,995. Landshore Enterprises LLC dba Erosion Restoration LLC was determined to be the lowest responsible, responsive bidder as stipulated by the City’s competitive bidding process.
