This item involves the request for adoption of a Resolution approving the grant of a Perpetual Easement from the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida (BTIITF).

Explanation
The BTIIFT owns the 6th Street Rail Trail corridor, which includes a portion locally referred to as the Downtown Connector Trail that cross South Main Street, within the city limits of Gainesville and sublets said property to the City of Gainesville for the maintenance of infrastructure. The Gainesville Community Redevelopment Agency (CRA), acting as an agent for the City of Gainesville, proposes to make improvements within the BTIIFT right-of-way that includes safety features and amenities for pedestrians, bicyclists, and motorists as well as stormwater infrastructure enhancements at the intersection of South Main Street and the Downtown Connector Trail. The City is requesting a perpetual easement from the BTIITF at this intersection for the installation of safety and infrastructure improvements associated with the South Main Street Improvement Project. The BTIIFT easement application process is within the critical construction path of the South Main Street Improvement Project and is therefore advancing ahead of the forthcoming CRA Board review of the 90% plans as a precautionary effort to mitigate potential construction delays. If the South Main Street Improvement Project does not move forward based on CRA Board direction, the BTIITF easement application can be withdrawn.

Fiscal Note
Funding in the amount of $100 for administrative costs is available in the Community Redevelopment Agency FY2017 operating budget.
