Financial Policies and CIP (B)

This is a request for the City Commission to review recommended financial policies related to fund balance.

Explanation

The Finance Department will present recommended financial policies related to fund balance.  This includes establishing an emergency reserve, minimum fund balance for the Fleet and Health Insurance funds, and revising the existing General Fund policy. In addition, the Finance Department is also recommending an update to the Investment Policy governing operating funds to address socially responsible investing.

The presentation will also include a discussion on a revised capital planning process that will impact future budgets.
