Interlocal Agreement Establishing the Joint Water and Climate Policy Board (B)

 

Explanation

The Joint Water Policy Committee, which consists of two County Commissioners, two City of Gainesville Commissioners, and one elected official from the remaining municipalities within Alachua County, began meeting in April 2015. The purpose of the committee was to discuss water issues within the region.  At the time the committee was formed, no formal written agreement was put in place to define the structure of the committee.  In 2020, the committee voted to broaden their scope to include climate change, and staff took the opportunity at that time to draft an interlocal agreement to formalize the role and processes of this board, officially add climate change related issues to the scope of the board and change the board's name to reflect that addition.  The agreement was brought to the County Commission in July 2020 for approval and to the City Commission for approval on August 6, 2020.  During that August 6 meeting, the Commission agreed to approve the interlocal agreement but to ask the County later to approve adding an additional member from the City and County Commissions.  That change has been incorporated into the agreement and the change was approved by the County Commission on November 17, 2020.   The revised agreement is now presented for City Commission approval.

Recommendation:

Approve the revised Interlocal Agreement and authorize the Mayor to execute same.
