Explanation

 

The City of Gainesville Community Reinvestment Area (GCRA) 10 year Reinvestment Plan was approved by the Gainesville City Commission on March 5th, 2020, and due to Covid-19 and the ensuing restrictions, the City/GCRA met the requirements of the Agreement by delivering the finished product via email and U.S. Mail.

 

The Reinvestment Plan document provides a brief history of the former CRA, encapsulates the present by an accounting of redevelopment activities completed in FY 2019 by the former CRA (meeting the CRA requirements for an Annual Report) and looks to the next ten years by analysis of community feedback, project opportunities, proposed redevelopment locations, surrounding context, and a work plan.

 

The City of Gainesville and Alachua County Agreement, effective April 9th, 2019, provides the framework for the Community Redevelopment Agency to become one consolidated Community Reinvestment Area (GCRA). Section 4 of this document states:

“On or before April 1st of each year (commencing by April 1, 2020) the parties agree to hold a Joint Meeting at which each Party will present an Annual Work Plan that describes the Community Redevelopment that is planned to be undertaken…”

 

Provided as backup to this item, the GCRA has included its Adopted Reinvestment Plan, which contains the approved Roadmap that delineates where the GCRA will invest for the life left on the Agreement. The GCRA is focusing on Economic Development, Community Partnerships/Housing and Public Space/Streetscapes on its Roadmap concentrating in priority neighborhoods and along priority corridors as outlined in the Reinvestment Plan.

 

Additionally, the GCRA will be presenting the FY 2020 Annual Report and will continue to do so on an annual basis by March 30th until the Tax Increment from the four prior Redevelopment Areas is fully-invested. At today’s meeting GCRA Staff will present the 10-Year Reinvestment Plan, highlights from the FY2020 Annual Report and an update on the developing Work Plan.
