Determine Process for Filling Vacancies on Joint Board (B)
Explanation
As this is the first meeting of the Joint City/County Local Food System Policy Board, and per Section 2(a) of the Interlocal Agreement Creating the Joint Food System Policy Board, the existing body of two City Commissioners and two County Commissioners shall - by majority vote - appoint one additional member who is a representative of the University of Florida's Institute for Food and Agricultural Sciences (UF/IFAS), as well as one other additional member who is a representative of the rural, agricultural areas of Alachua County.
As no precedent has been set for appointment of non-City or County representatives to a Joint City/County Board composed of elected officials, especially where the additional seats have specified criteria for the appointees (i.e. UF/IFAS representative and rural, agricultural area of Alachua County representative), this Joint City/County Food System Policy Board will be the first of its kind. Therefore, the four existing Joint Board members must decide how to recruit and/or appoint individuals to fill the two vacant seats on the Joint Board.
Among other options, the Joint Board may wish to consider the following strategies for recruiting and/or appointing the UF/IFAS representative and rural, agricultural area of Alachua County representative:
1. Use the standard recruitment and application processes the City and County have in place for active advisory boards. Designate the specific seats as one being UF/IFAS and one being rural Alachua County.
2. Create a new specific solicitation for these vacancies by creating a position description with specific criteria that the Joint Board is looking for in the individuals who fill these seats. The position description and call for applications may be posted on the City and County’s Advisory Board webpages, and may be shared through City and County communication channels.
