Annual Contract for Liquid Sodium Hypochlorite Purchases for City Swimming Pools (B)
Request for the City Commission to approve award and execution of a contract with Hawkins, Inc., for purchase and delivery of liquid chlorine for the City’s swimming pools and splash pads in the amount of $216,000.00 over a two-year period, with up to three possible 12-month extensions and possible price adjustment based on Consumer Price Index on February 15, 2024.
Explanation
The Parks, Recreation and Cultural Affairs (PRCA) Department manages the City’s three public swimming pools and adjacent splash pads, which utilize sodium hypochlorite (liquid chlorine) as a sanitizing/disinfectant agent. Dwight H. Hunter (Northeast) Pool and H. Spurgeon Cherry (Westside) Pool are now open year-round and Andrew R. Mickle, Sr. Pool at T.B. McPherson Park is in use for about half the year, so PRCA uses about 60,000 gallons of liquid chlorine annually.
An Invitation to Bid for the contract for sodium hypochlorite was issued by the Procurement Division of the City’s Budget and Finance Department on November 22, 2021 and only one bid was received, but it was deemed responsive and responsible. The bid requested pricing on a per-gallon basis for the purchase of sodium hypochlorite. Based on their ability to meet all material requirements of the specifications, the PRCA Department is requesting approval to execute a contract with Hawkins, Inc. to purchase sodium hypochlorite at a price of $1.80 per gallon, with the option of a price increase or decrease based on the Consumer Price Index as of February 15, 2024.
The new contract will begin February 16, 2022 and continue through February 15, 2024, with up to three possible 12-month extensions. A Recommendation of Award was posted on December 30, 2021.
